Oklahoma sits at the center of North American midstream infrastructure. Cushing is the largest crude oil storage and pipeline hub on the continent, receiving and distributing volumes from the Anadarko, Ardmore, and Arkoma basins as well as imported crude moving through the Seaway, Keystone, and Ozark systems. The state’s gathering network spans millions of lateral feet across the SCOOP and STACK plays in the Anadarko Basin, the Arkoma Basin in eastern Oklahoma, and the Midcontinent producing regions connecting to Kansas and Texas.
On the refining side, Phillips 66 operates a 238,000 bpd refinery in Ponca City, one of the largest inland refineries in the United States. HollyFrontier’s Wynnewood refinery processes crude from Oklahoma and Kansas producers. The Frontier Oil facility at Ardmore adds additional refining capacity in the south-central part of the state. Each of these facilities runs periodic turnarounds that require compliant vapor control, tank degassing, and thermal oxidation services from contractors qualified to work inside fence lines with OQ-qualified personnel under OSHA PSM requirements.
For midstream operators, Kinder Morgan, Enterprise Products, Magellan Midstream, and Williams Companies all run significant Oklahoma infrastructure, from crude gathering to NGL pipelines to gas processing facilities. Pipeline maintenance, integrity work, and compressor station repairs across these systems regularly require vapor recovery, pipeline evacuation, and cross compression services.
Envent deploys into all of these operating environments. Our crews understand Oklahoma’s mix of sour crude production, high-BTU gas streams, and dense pipeline networks. Request a Quote or call 888-997-9465 to discuss your project.
Oklahoma crude storage, particularly at Cushing where tank farms hold upwards of 80 million barrels of capacity, generates consistent demand for tank degassing ahead of API 653 inspections, internal cleanings, liner work, and decommissioning. Crude vapor spaces in these tanks range from sweet Midcontinent grades to sour Canadian and imported crude moving through the Cushing hub, with H2S concentrations that vary widely depending on crude origin and tank history.
Envent performs tank degassing under OSHA 29 CFR 1910.146 confined space protocols with thermal oxidation for VOC and H2S destruction.
For sour vapor streams above manageable H2S concentrations, scrubber-oxidizer systems remove H2S before thermal destruction to prevent SO2 formation and permit violations. Condensate tanks at SCOOP and STACK gathering terminals, refined product storage at Oklahoma City and Tulsa distribution terminals, and process vessels at refining and chemical facilities all fall within Envent’s Oklahoma degassing scope.
Oklahoma’s pipeline network is among the most complex in North America. Crude lines converge on Cushing from every direction, NGL pipelines run from Anadarko Basin processing plants to fractionators in Conway and Mont Belvieu, and gas gathering laterals cross the state in every direction. Each system periodically requires purging, pressure reduction, and vapor control ahead of hot work, tie-ins, hydrostatic testing, or abandonment.
Envent’s pipeline degassing covers inert purging, vapor displacement, and thermal oxidation for the displaced vapor stream. Cross compression recovers gas inventory rather than venting it, meeting EPA requirements and returning product value to your operation.
Natural gas cross compression moves gas from a pipeline segment being taken out of service into an adjacent pressurized operating line. For Oklahoma gathering and transmission operators, this means gas inventory in an isolated lateral or segment is captured and transferred rather than vented or flared. This approach satisfies EPA BACT requirements for controlled emission events and meets ODEQ permit conditions for pipeline maintenance blowdowns.
Envent operates mobile cross compression units sized for Oklahoma gathering laterals, trunk lines, and processing facility piping. Work is performed by OQ-qualified technicians familiar with high-BTU SCOOP and STACK streams and sour gas from deeper Anadarko formations. Pipeline evacuation and natural gas cross compression
Refinery turnarounds at Phillips 66 Ponca City, HollyFrontier Wynnewood, and Frontier Ardmore require vapor control contractors who can work within tight schedule windows, meet Oklahoma Title V permit conditions, and provide the thermal oxidation capacity to handle parallel unit degassing without forcing the refinery to sequence operations around equipment limitations. Envent has supported refinery turnarounds at Midcontinent facilities for more than 30 years.
Envent has supported Midcontinent refinery turnarounds for more than 30 years across crude unit depressurization, vacuum tower vapor management, hydrocracker and FCCU support, tankage degassing, and loading rack vapor control. All work follows OSHA PSM 29 CFR 1910.119.
Sour crude processing, amine unit operations, and sour gas gathering in Oklahoma generate H2S, mercaptan, and sulfur compound vapor streams that cannot go directly to thermal oxidation without pre-treatment. Envent operates mobile scrubber systems for caustic scrubbing, amine absorption, and wet scrubbing applications, removing H2S and odorous compounds from vapor streams before they reach the oxidizer. This prevents SO2 permit violations and keeps ODEQ air quality permitted emission rates within acceptable limits.
For facilities near populated areas, particularly refinery communities in Ponca City and Wynnewood, odor control is as much a community relations issue as a regulatory one. Oklahoma refinery and midstream operators processing sour crude or working with amine systems need scrubbing capacity on site before vapor destruction work begins.
Refinery turnarounds, upstream production sites, and pipeline incidents in Oklahoma generate contaminated process water, produced water, and stormwater that require on-site treatment before discharge or disposal. Envent’s mobile water treatment systems handle VOC stripping, H2S removal from sour water, suspended solids reduction, and pH adjustment to meet ODEQ NPDES permit conditions and Oklahoma’s water quality standards.
For Cushing-area terminal operations, produced water from upstream gathering systems, and tank cleaning wastewater from crude storage facilities, mobile treatment avoids trucking costs and keeps turnaround schedules on track. See water treatment services.
Upstream production sites, former refinery properties, crude pipeline spill sites, and underground fuel storage locations across Oklahoma represent active remediation obligations for operators and property owners. Envent’s mobile soil vapor extraction systems deploy to these sites with thermal oxidation for the extracted vapor stream and mobile water treatment for associated groundwater recovery.
Sites with BTEX, H2S, and hydrocarbon soil contamination require documented vapor control that satisfies ODEQ remediation permit conditions, not just extraction equipment. Projects near populated areas, including former fuel terminals in Oklahoma City and Tulsa and pipeline right-of-way remediation across the state, require the same emission controls and regulatory documentation as industrial vapor control work.
EPA Region 6 in Dallas administers federal Clean Air Act requirements for Oklahoma facilities, including Refinery Sector Rule (RSR) compliance for Ponca City and Wynnewood refineries, NSPS Subpart OOOO and OOOOa requirements for upstream production and gathering equipment, MACT standards for applicable chemical manufacturing and industrial processes, and federal enforcement coordination with ODEQ on multi-agency compliance matters. Envent operates under EPA BACT and MACT compliance on all projects and provides documentation formatted for EPA Region 6 inspection records.
Oklahoma’s dense pipeline network operates under PHMSA regulations governing pipeline integrity management, emergency response, and maintenance procedures. Envent’s pipeline degassing and cross compression work is performed within operator-established procedures and PHMSA maintenance requirements, with documentation provided for operator integrity management records.
The Cushing hub’s tank farm concentration creates coordination challenges that are unique in North American refining and midstream. When multiple tanks at adjacent terminals go into degassing at the same time, which happens during fall maintenance season when operators schedule inspections before winter, vapor control contractor availability becomes a constraint. Operators who have established relationships with Envent before the season starts have equipment availability others do not.
Crude quality at Cushing changes constantly. On any given day, tanks at the hub may contain West Texas Intermediate, Western Canadian Select, Bakken light sweet, or imported sour grades, each with different vapor compositions and H2S concentrations requiring different vapor control configurations. Envent crews understand this variability and arrive prepared for what the vapor space actually contains, not what the crude slate was two years ago.
Oklahoma’s weather creates operational complications that out-of-state contractors underestimate. Severe thunderstorm and tornado activity during spring and early summer can interrupt outdoor vapor control operations with little warning. Envent field supervisors are familiar with Oklahoma weather protocols and coordinate with facility emergency response plans when severe weather affects ongoing work.
The SCOOP and STACK gathering system in Grady, Stephens, McClain, and Garvin counties operates at higher BTU content than typical Midcontinent gas. Gas composition on these systems affects cross compression design and thermal oxidizer operation. Envent’s field teams have worked with high-BTU Oklahoma gas streams and adjust operations accordingly.
Oklahoma gathering and transmission operators have used Envent’s cross compression and pipeline blowdown services for lateral isolations ahead of hot work, trunk line purges ahead of in-line inspection tool runs, and facility piping evacuations during compressor station maintenance. Envent executed a large-diameter gas pipeline blowdown in the Houston area using cross compression with zero flaring. The same capability applies directly to Oklahoma gathering and transmission work. Read the Houston pipeline blowdown case study to see this work in the field.
Envent has supported FCCU turnarounds, hydrocracker outages, and crude unit maintenance at Midcontinent refineries with vapor control, thermal oxidation, and scrubber systems running concurrently across multiple units. The Port Arthur flareless hydrocracker turnaround, completed without flaring through full thermal oxidation, demonstrates Envent’s capacity for high-consequence refinery vapor control on tight schedules. Read the Port Arthur case study for the technical detail.
A gas operator needed a leaking 12-inch propane pipeline taken out of service fast. The isolated segment held approximately 12,000 barrels of liquid propane at line pressure and the line ran near populated areas, so flaring was not an option under EPA BACT requirements. Envent deployed mobile thermal oxidation, cleared the full 16-mile segment with greater than 99.9% destruction efficiency, zero visible flame, and non-detect stack results. The work finished well ahead of what conventional flaring would have required. Oklahoma gathering operators running propane, NGL, or high-BTU gas lines face the same constraints. View this project.
The EMECS 77 is the largest mobile vapor control unit in North America, with 34,000 SCFM vapor handling capacity and 77 MMBTU/hr thermal oxidation output. For Oklahoma refinery turnarounds requiring concurrent multi-tank degassing at Cushing terminals or parallel process unit work at Ponca City and Wynnewood, this unit handles the volume without forcing your team to sequence operations around equipment limits. It meets EPA BACT and MACT destruction efficiency requirements on all Oklahoma and Midcontinent projects.

Envent’s EMTOS units deploy across Oklahoma for routine tank degassing, pipeline purging, loading rack vapor control, and process unit maintenance work at refineries and midstream facilities. During fall turnaround season, when Cushing terminals and Oklahoma refineries often schedule maintenance at the same time, fleet depth matters. Envent carries the largest mobile thermal oxidizer fleet in North America, so your project is not held up because equipment is committed elsewhere.
Typical Oklahoma Applications: Routine tank degassing across crude, condensate, and refined product storage; pipeline purging for integrity maintenance and hot work isolation; loading rack emission control at Cushing and Oklahoma City terminals; refinery unit maintenance at Ponca City and Wynnewood requiring temporary vapor destruction; and compressor station piping evacuations across the Anadarko Basin gathering system.
Oklahoma crude storage at Cushing receives a constantly changing crude slate including Western Canadian Select, imported sour grades, and Midcontinent production with varying H2S concentrations. Sour gas gathering across the deeper Anadarko formations and amine unit operations at gas processing plants generate H2S vapor streams that require scrubbing before thermal oxidation to prevent SO2 formation and ODEQ air permit violations. Envent operates mobile scrubber systems for H2S removal ahead of thermal oxidation across this full range of Oklahoma sour crude and sour gas work.
Oklahoma Deployment Experience: Sour crude tank degassing at Cushing terminals processing Canadian and imported sour grades; sour gas pipeline purging on Anadarko Basin gathering laterals; amine unit maintenance scrubbing at gas processing facilities in western Oklahoma; and odor control for refinery operations at Ponca City and Wynnewood.
