PHMSA Mega Rule Compliance Expertise: Recently, the Pipeline and Hazardous Materials Safety Administration (PHMSA) issued its final rule expanding Federal safety oversight to all onshore gas gathering pipelines. The Problem :  A Gulf Coast refinery needed to urgently depressurize a 2-mile, 12-inch propane line holding liquid at >200 psig. With an approaching tropical storm and a competitor taking 4 days for a smaller job, the refinery needed a complete solution to avoid weeks of delay.
